I have the honor,
by direction of the Lt. Col. Commanding the Troops, to submit a plan and Estimate for a 6-inch Battery, which, at the request of His Excellency, the Officer Commanding Troops was called upon by Capt. Crossman, Royal Engineers, to furnish.
The Commandant doubts whether the War Department would be inclined to sanction the expense unless first approved of by His Excellency, with his reasons for so doing.
He considers it desirable to discontinue firing salutes from the Murray Battery.
